Data centers have followed a similar trajectory, and the numbers now put Arizona among the top data center markets in the country.

Arizona's Data Center Numbers, By the Count

Recent analysis places Arizona among the national leaders in data center activity, with roughly 98 data centers currently operating in the state and another 86 planned or under construction, a total that trails only Virginia, Texas, Illinois, and Georgia nationally. The pace of new project announcements shows no sign of slowing, with hyperscale campuses spread across Mesa, Chandler, Goodyear, Glendale, and the West Valley near Luke Air Force Base.

Mesa in particular has emerged as the epicenter of this activity. NTT Global Data Centers operates a 102-acre campus there with 240 megawatts of capacity and has since acquired additional acreage to expand its footprint further, while EdgeCore's hyperscale campus along the Elliot Road Technology Corridor has grown to a planned 450 megawatts across nearly 44 acres. Meta's five-building, 2.5-million-square-foot campus in Mesa, a $1 billion project, is expected to reach completion this year, and Google's Project Redhawk represents another $1.6 billion in active investment across multiple planned buildings in the same corridor.

What's Driving the Boom

Several factors have converged to make Arizona one of the most attractive states for hyperscale data center development. Power availability, strong fiber connectivity, comparatively low natural disaster risk, and proximity to West Coast demand centers all make the Phoenix metro appealing to hyperscale operators, and the broader AI and cloud computing boom has only accelerated construction timelines across the sector.

This mirrors much of what's driving the semiconductor investment wave as well. Arizona's business-friendly regulatory climate, available land, and power capacity have attracted an estimated $205 billion in announced semiconductor-related investment through the end of the decade, and the same underlying conditions are pulling data center developers into the same submarkets, often the same industrial corridors, as chip manufacturers and their supply chains.

Why This Matters for Arizona Contractors

For AZAGC members, the data center boom represents significant opportunity, but it also introduces real operational pressure. As reported by Construction Dive, the concentration of data center projects under construction in Mesa has begun putting pressure on general contractors competing for limited labor and materials in the same submarket, a dynamic that mirrors the workforce and material cost pressures our members have flagged repeatedly in recent construction employment reports and material cost analyses.

Several specific pressure points are worth watching closely:

Skilled labor competition. Data center construction, particularly mission-critical and hyperscale work, demands specialized superintendents and project managers experienced in coordinating large self-perform and subcontractor teams on multi-year programs, often running 24/7 schedules with strict uptime and quality control requirements. This adds to the existing workforce strain documented in our 2025 Workforce Survey Arizona results, which already showed the depth of the skilled trades shortage facing Arizona contractors before this latest wave of demand.

Material and steel sourcing. Mega-scale data center campuses consume enormous volumes of steel, framing materials, and mechanical equipment, and industry reporting has noted that this demand is beginning to exert real pressure on steel sourcing for smaller contractors working on unrelated projects nearby. Combined with existing tariff-related cost pressure on steel and aluminum, this is a trend AZAGC members should continue watching, alongside the resources we've compiled to help contractors navigate tariffs.

Utility infrastructure coordination. Every major data center campus requires substantial new electrical infrastructure, including new switchyards, substations, and transmission lines built in coordination with Salt River Project, Arizona Public Service, and other regional utilities. Local zoning and regulatory friction. As data center development has accelerated, several Arizona municipalities have moved to tighten zoning and siting requirements. Phoenix adopted zoning changes steering new data centers away from prime employment-center parcels, Chandler now limits data centers to specific planning designations with mandatory noise studies, and Mesa has grandfathered existing projects while requiring waivers for new ones. Tucson has used water-use ordinances to limit development in areas facing acute water scarcity concerns. Contractors bidding data center work should expect this regulatory patchwork to keep evolving on a city-by-city basis rather than settling into a single statewide standard.

Power Demand and the Broader Energy Conversation

Data centers are among the most power-intensive facilities built today, and Arizona's utilities are actively planning for the load growth this sector represents. The state's major utilities have jointly pursued federal support to study small modular reactor siting, with initial studies planned for this year, reflecting how seriously the power implications of this build-out are being taken at the state level. Community opposition has emerged around water and energy use concerns in several proposed projects, including contested developments near Tucson and Chandler, and state lawmakers have debated changes to tax incentive structures that currently apply to large data center projects. Practical Considerations for Firms Pursuing Data Center Work

For member firms evaluating whether to pursue data center and mission-critical construction opportunities, a few practical considerations are worth factoring into bid and staffing decisions:

  • Confirm local zoning status early. Given the city-by-city variation in how Phoenix, Chandler, Mesa, and Tucson are each handling data center siting, firms should verify a project's zoning and permitting status before committing significant preconstruction resources, rather than assuming standard commercial zoning rules apply.
  • Plan for extended procurement timelines on steel and long-lead electrical equipment. With multiple hyperscale campuses competing for the same regional steel and switchgear supply chains, firms should build additional lead time into project schedules and communicate realistic timelines to owners early in the process.
  • Evaluate workforce capacity honestly. Mission-critical construction often demands superintendents and field leadership with specific experience managing 24/7 schedules, cleanroom or uptime constraints, and large multi-trade crews. Firms should assess whether they have this bench strength in-house or need to invest in training and development before committing to large-scale data center work.
  • Track utility coordination requirements closely. Data center campuses frequently require new substations, switchyards, and transmission infrastructure built in parallel with vertical construction, meaning close coordination with regional utilities from the earliest stages of a project is essential to avoid schedule slippage.

What This Means for Members Going Forward

The data center sector is likely to remain one of the largest sources of nonresidential construction demand in Arizona for at least the next several years, alongside the semiconductor and advanced manufacturing projects already reshaping the East Valley and West Valley submarkets. For AZAGC members, that means continued opportunity, but also continued pressure on the same labor pool, material supply chains, and utility coordination processes already strained by the broader mega-project pipeline underway across the state.
