OPPOSE: Arizona Proposition 141 – Protecting Arizona's Transportation Funding Future
The Arizona Chapter of the Associated General Contractors (AZAGC) opposes Proposition 141, a proposed constitutional amendment on the 2026 general election ballot that would permanently prohibit Arizona from implementing a vehicle miles traveled (VMT) tax or fee. While Arizona does not currently impose a VMT tax, Proposition 141 would eliminate a potential transportation funding option before policymakers have even had the opportunity to fully evaluate its merits.
Arizona's transportation infrastructure is critical to our state's economic growth, public safety, and quality of life. Yet our state continues to face significant transportation funding challenges, with a gas tax that has not increased in decades and a growing number of electric and fuel-efficient vehicles contributing less in fuel taxes toward the roads they use. As transportation technology evolves, Arizona must preserve the flexibility to explore fair, sustainable funding solutions that ensure all roadway users contribute appropriately to maintaining and improving our infrastructure.
AZAGC believes Arizona should keep its transportation funding options open rather than permanently restrict them through the state Constitution. Opposing Proposition 141 is not an endorsement of a VMT tax. It is a recognition that Arizona's future infrastructure needs demand thoughtful policymaking, fiscal responsibility, and flexibility. AZAGC urges voters to reject Proposition 141 and protect Arizona's ability to address its long-term transportation infrastructure needs.
