OPPOSE: City of Phoenix Amendments to Worker Heat Safety Ordinance

AZAGC supports practical and enforceable workplace heat safety protections that safeguard construction workers in Arizona’s extreme summer conditions. Our members are committed to implementing proven strategies to prevent heat-related illness, including access to water, shade, rest, acclimatization, and training.

However, AZAGC opposes duplicative municipal contracting mandates that create significant administrative burdens, legal ambiguity, and procurement risk for contractors performing public work. Arizona is already advancing a comprehensive statewide approach through ADOSH and the Governor’s Workplace Heat Safety Task Force, providing clear and uniform guidance for employers across jurisdictions.

Worker safety is best served through consistent, statewide standards — not fragmented local requirements that overlap existing enforcement and compliance systems.

AZAGC is opposed to the proposed changes to Article XI City of Phoenix Contract Worker Heat Safety Ordinance in its entirety.
